Unram Holds Empirical Study of Committee IV DPD RI, Drafting Academic Paper on Regional Asset Management Bill
Mataram, University of Mataram – University of Mataram (Unram) held an Empirical Study of Committee IV of the House of Regional Representatives of the Republic of Indonesia (DPD RI) in the context of Drafting the Academic Paper of the Draft Law (Bill) on Regional Asset Management in the Rector’s Conference Room on Friday (16/2) morning.
Representing the Chairman of the Secretariat General of DPD RI, Head of the Secretariat Section of Committee IV DPD RI, Samekto Ambunonuso, SH, ME, said that DPD RI as a state institution has legislative, supervisory and budgeting functions that are carried out within the framework of the representation function.
“In carrying out one of its functions, we are drafting one of the bills, namely the regional asset management bill. This bill is a concern of committee IV which is always discussed from time to time and then becomes one of the bills included in the 2020-2024 legislation program,” he explained.
Samekto said that the preparation of the academic text of the bill on regional asset management is the duty of the Secretary General together with a team of experts to prepare the academic aspects.
“We are working with various parties, one of which is the University of Mataram campus,” said the Head of the Secretariat Section of Committee IV DPD RI.
Meanwhile, in his remarks the Rector of the University of Mataram, Prof. Ir. Bambang Hari Kusumo, M.Agr.St., Ph.D warmly welcomed the arrival of the Head of the Secretariat Section of Committee IV DPD RI and the ranks of the Secretariat General of DPD RI. The Rector of Unram recognized the importance of discussions related to asset management.
“Of course, as the rector representing the academic community, I am very proud of the arrival of the Head of the Secretariat Section of Committee IV DPD RI and the ranks of the Secretariat General of DPD RI because we are used as a place to discuss and discuss the preparation of the academic paper of the bill on regional asset management,” he said.
Prof. Bambang said that regional autonomy or decentralization that has been running, of course, from the regional government provides flexibility in managing and developing the region according to conditions, according to the characteristics and potential of each including how regional financial governance and regional assets.
“I challenge, that the scope of regional assets in general is broader than just the notion of regional property, broader than just current assets or regional long-term investments or other assets but also includes the notion of wealth that is potentially controlled by the region in accordance with statutory regulations,” explained the Professor of the Faculty of Agriculture Unram.
Furthermore, the Rector of Unram paid close attention, in the constitution the earth, water and natural resources contained therein are controlled by the state. If there are potential things such as minerals or certain reserves potentially then controlled by the region.
“Does this not contradict the constitution which says that the earth and water are controlled by the state but in this law they can be controlled by the regions. This is what I ask to be mastered more deeply, “he said in front of 14 members of the DPD RI ranks in the Unram Rector’s Conference Room.
The Empirical Study was filled by Dr. Lalu Wira Pria Suhartana, SH., MH., as the Dean of the Faculty of Law, Social Sciences, and Political Sciences Unram, Prof. Dr. Galang Asmara, SH., M.Hum., as a Lecturer in Constitutional Law Unram, and Drs. Samsul Rizal, MM., as the Head of BPKAD West Nusa Tenggara Province.
