Kemdiktisaintek Holds Discussion on National Education Bill at Unram, Highlights Strengthening of the National Education System

Mataram, University of Mataram — The Ministry of Higher Education, Science, and Technology of the Republic of Indonesia (Kemdiktisaintek RI) held a thematic discussion on the Draft Bill of the National Education System (RUU Sisdiknas) at the Senate Meeting Hall, Rectorate Building of the University of Mataram (Unram), on Friday, 24 October 2025. The forum brought together key education stakeholders to share views, provide input, and strengthen the substance of the bill currently being prepared by the government.

The event was attended by representatives from State Universities (PTN) and the Institutes for Higher Education Services (LLDikti) across Indonesia, as well as rectors of Private Universities (PTS) and Religious Higher Education Institutions in Mataram.

Several top officials from Kemdiktisaintek were present, including:
1. Director General of Higher Education, Prof. Dr. Khairul Munadi, S.T., M.Eng.
2. Expert Staff to the Minister for Regulatory Affairs and Acting Inspector General, Nur Syarifah, S.H., M.H.
3. Special Staff to the Minister for Law, Regulation, and Governance, Dr. Ismail Hassani, S.H., M.H.
4. Senior Expert to the Minister, Prof. Tjan Basarudin
5. Members of the Higher Education Council, Drs. Amich Alhumami, M.Ed., Ph.D. and Prof. Dr. Ir. Fahmi, S.T., M.Sc., IPM.
6. Head of the Legal Bureau of Kemdiktisaintek, Ineke Indraswati, S.H., M.H.
7. Acting Secretary of the Directorate General of Higher Education, Prof. Dr. med. Setiawan, dr. AIFM.

 

Unram, as the host, was represented by the Vice Rector for Finance and General Affairs, Prof. Dr. Sukardi, M.Pd., who welcomed all participants and ministry delegates.

The discussion featured two keynote speakers: Prof. Dr. Bayu Dwi Anggono, S.H., M.H., Chief of the Expertise Board of the House of Representatives (DPR), and Dr. Wiwin Sri Rahyani, S.H., M.H., Head of the Center for Legislative Drafting on Economy, Finance, Industry, Development, and Public Welfare. In their presentations, the speakers explained that the RUU Sisdiknas consists of 15 chapters and 215 articles designed to improve the governance of the national education system, from funding and administration to safeguarding the rights of all education stakeholders.

Key points of the RUU Sisdiknas include:
1. Strengthening education funding and affirmative policies for underdeveloped, frontier, and outermost (3T) regions
2. Structuring of civil service education and the management of Higher Education under Ministries/Agencies (PTKL)
3. Multiple-entry multiple-exit pathways, Recognition of Prior Learning (RPL), and micro-credentials
4. Reinforcement of regulations for educators and education personnel
5. Establishment of a National Education Master Plan as a long-term roadmap
6. Improvements to levels, pathways, and types of education
7. Equal roles between government and community-based education providers
8. Affirmation of religious education within the national system
9. Protection against violence and discrimination in educational institutions
10. Expansion of compulsory education from 9 years to 13 years

The speakers also elaborated on a detailed matrix of the bill as a foundation for developing its derivative regulations.

Through this discussion, the government emphasized that the RUU Sisdiknas aims to build a national education system that is adaptive, inclusive, equitable, and responsive to current and future challenges. The forum also served as a platform to absorb aspirations from universities, recognized as the front line in advancing science, innovation, and human resource development in Indonesia.
