Unram Hosts Legal Advocacy and Regulatory Development Workshop by Indonesia’s Ministry of Higher Education, Science, and Technology

Mataram, University of Mataram – The University of Mataram (Unram) served as the host of the Technical Guidance Workshop on Legal Advocacy and the Formulation of Regulations and Ministerial Decrees within the Ministry of Higher Education, Science, and Technology of the Republic of Indonesia. The workshop took place on Thursday, 23 October 2025, in the Conference Room of the University of Mataram Rectorate, and continued on Friday, 24 October 2025, with a thematic discussion on the Draft Law concerning the National Education System (Sisdiknas).

The workshop was attended by representatives from public universities (PTN) and Higher Education Service Institutions (LLDikti) across Indonesia, and was also attended by the Ministry’s Expert Staff for Regulation, Nur Syarifah; the Head of the Legal Bureau of the Ministry of Higher Education, Science, and Technology, Ineke Indraswati; and Unram’s Vice Rector for Finance and General Affairs, Prof. Dr. Sukardi, M.Pd.

In her report, the Head of the Legal Bureau, Ineke Indraswati, explained that the workshop was designed as a continuous program to be implemented gradually across various regions. “We planned this program to be carried out in stages in several regions, as we recognize the importance of strengthening understanding and competencies among our personnel, particularly in legal advocacy and the formulation of regulations and ministerial decrees within the Ministry,” she stated.

Unram’s Vice Rector for Finance and General Affairs, Prof. Dr. Sukardi, M.Pd., expressed his appreciation for the trust given by the Legal Bureau of the Ministry’s Secretariat General in appointing the university as the host of this national workshop. “We sincerely appreciate the trust placed iin Unram. We are fully committed to supporting the ministry’s strategic policies and initiatives, particularly those aimed at strengthening governance within Indonesia’s higher education system,” stated Prof. Sukardi.

On the other hand, the Ministry’s Expert Staff for Regulation, Nur Syarifah, emphasized in her remarks that the complexity of legal challenges within higher education institutions must be addressed seriously and systematically. She noted that recurring issues such as procurement disputes, land conflicts, and regulatory inconsistencies often hinder the smooth operation of universities.

“Even the smallest legal issue can disrupt the higher education ecosystem. Therefore, legal advocacy is no longer optional it is a collective responsibility to ensure that universities remain safe, accountable,” she affirmed.

She further emphasized that strengthening human resource competencies through this workshop is a strategic step by the Ministry to reinforce a healthy regulatory culture within higher education institutions. “Through this program, we hope to cultivate professional and ethical personnel who are capable of formulating precise, effective, and education-oriented regulations that support national interests,” stated Nur Syarifah in her remarks.

The workshop also featured three invited speakers: Donald Sutanto Panjaitan, S.T., M.SE., M.Sc., who delivered a presentation on “Legal Issues in Goods and Services Procurement”; Deden Sudrajat, S.SiT., M.H., who discussed “Handling Disputes and Land Conflict Resolution”; and Muhammad Waliyadin, S.H., M.Si., who presented material on “Harmonization in the Drafting of Efficient and Effective Legislation.”
